What's the best way to revive a relationship that was put on hold?

So in having trouble deciding on how I should revive an old relationship I had with this boy; we got close but not close enough for him to stick around & he ended up datin another chick & I just put our relationship on hold cuz we weren't dating at the time so it was his choice.. But now him & that girl have been done for a good month or more now & I want to start what we used to have again, I really like him & idk if I should text him or what. (I texted him once before about 2 weeks ago & I was drunk & it was about 3 in the morning, & I never got an answer & idk if it's cuz it was so late or he doesn't want to answer) i havent actually talked to him for over a moth now cuz i wante him to have his space after the break up, so what to do?
