Tren Italia, Rome to Venice. Types of fares.?

I will be in Italy in July and am looking into taking a train from Rome to Venice. Is anyone familiar with the difference between the base fare and Mini fare. Obviously mini is a lot cheaper. Also, I've heard in the past you cannot book online. Anyone know if this is a fact. Thanks!
